SARATOGA SPRINGS, N.Y. (NEWS10) - Saratoga Springs declaring a snow emergency ahead of the winter storm heading to the Capital Region. The area will get several inches of snow and some places could see over a foot or more. Get all of the latest news, weather, sports, and entertainment delivered right to your inbox! The snow emergency will begin Monday, March 13 at 7 p.m. and run until Thursday, March 16 at 7 p.m. During a snow emergency, all vehicles parked on City streets must be moved to a cleared or plowed area every twelve hours. Tuesday, March 14, at 7 a.m., is the first time vehicles must be moved to a cleared parking space. Except for on streets with alternate parking, those alternate side parking restrictions should be adhered to in accordance with posted guidelines.Several other communities have announced a snow emergency ahead of the winter storm set to impact the region. SCOTIA, N.Y. (NEWS10) -- The Village of Scotia announced a State of Emergency effective at 10 p.m. on Monday, March 13, that runs until 12 p.m. on Wednesday, March 15. During this time, parking will not be permitted on Village streets or in the municipal lot. Vehicles violating the regulations may be subject to ticketing or be towed at the owner's expense. Village offices will be closed on Tuesday, March 14, and reopened on Wednesday, March 15. The City of Schenectady will not collect solid waste and recycling in the Village of Scotia on Tuesday. (NEXSTAR) – A Minnesota man showed up at the Cook County Sheriff's Office on Wednesday covered in blood and confessed to beating a 77-year-old to death, first with a shovel, then with a moose antler. Levi Axtell, 27, told sheriff's deputies he killed Lawrence V. Scully in his Grand Marais, Minnesota, home. Back in 2018, Axtell had accused the elderly man of stalking his 22-month-old daughter, the Star Tribune reports. In a request for a protective order, he said Scully would park his van outside his daughter's daycare and wait for her to go out on walks. CHARLES COUNTY, Mo. - Prosecutors have charged a second person in connection with last week's shooting in a St. Peters Schnucks parking lot.Jayana Dobbs, 22, is charged with accessory to first-degree assault, accessory to armed criminal action, and first-degree robbery. She's in custody at the St. Peters Police Department, but will soon be transferred to St. Charles County Jail, where she'll be held on a $1 million bond.Dobbs is the girlfriend of the alleged shooter, Tyrone Miller, 24.Earlier this week, the St. Charles County Prosecuting Attorney’s Office charged Miller with first-degree felony assault, armed criminal action, and attempted robbery.
